The company is recruiting a Local Compliance Officer to oversee the compliance framework for a fintech digital wallet product operating across the Hong Kong MSO, Canadian MSB, and Hong Kong Card Issuer entities. They are looking for an experienced individual to maintain effective AML/CFT, regulatory compliance, customer due diligence, transaction monitoring, reporting, and policy governance standards, while ensuring international fiat and crypto compliance best practices are continuously integrated into the product and operations.
Expectations
- Serve as a key compliance contact reporting to group senior management or a director.
- Permanently reside in Hong Kong, support a hybrid working arrangement based on remote work and attendance at the Hong Kong office when required.
- Participate in and assist with the Hong Kong MSO license application process, including preparation, coordination, and regulatory engagement with C&ED as required.
- Work collaboratively with risk, anti-fraud, legal, compliance, and other relevant departments to maintain an effective operational compliance framework.
- Apply sound judgment and senior-level compliance oversight across Hong Kong, Canada, and Hong Kong Card Issuer requirements.
- Keep up to date with regulatory changes and evolving international compliance expectations, including fiat and crypto AML standards.
Requirements
- Absence of a criminal record.
- Availability and legal permission to work in Hong Kong.
- Degree in Finance, Business, Law, Accounting, or a related field.
- Fluency in English, both written and spoken.
- Experience in risk management, compliance monitoring, customer due diligence, transaction monitoring, regulatory reporting, and management.
- At least 5 years of relevant professional experience in payments, banking, financial services, fintech, compliance, or AML.
- Strong knowledge of Hong Kong AML/CFT requirements and understanding of MSO business operations.
- Willing and able to support the Hong Kong MSO license application process and, where nominated, attend and pass the Competence Assessment.
- Experience with STR, LCTR, and LVCTR filings, as well as use of blockchain analytics tools.
- Up-to-date fiat and crypto AML certifications, such as ACAMS CAMS, CCAS, or HKIB CAMLP; ICA Certificate or ACAMS CGSS certification is preferred.
- Good communication skills and ability to work with senior management, regulators, payment providers, and internal stakeholders.
- Preferably experience working with organizations holding Visa or Mastercard Principal Membership, or managing projects directly with Visa or Mastercard (not mandatory).
Duties
- Monitor compliance with Hong Kong AML/CFT requirements, Canada PCMLTFA requirements, and applicable Hong Kong Card Issuer obligations.
- Participate in and assist with the Hong Kong MSO license application process, including preparation of application materials, coordination of information and supporting documents, responding to C&ED enquiries, attending interviews with C&ED officers where required, and attending and passing the Competence Assessment if nominated by the company.
- Oversee and manage regulatory compliance, enterprise-wide risk assessments, customer due diligence, enhanced due diligence, periodic customer reviews, and transaction monitoring procedures.
- Set standards for group transaction monitoring and work directly with the compliance team on alert reviews, escalations, and record keeping if needed.
- Ensure compliance with the Travel Rule, including requirements relevant to crypto operations.
- Collaborate with risk, anti-fraud, legal, and other departments to manage daily compliance activities including alert handling, transaction monitoring, CDD, EDD, and related operational controls.
- Oversee operational methodology and quality assurance for compliance activities, and participate in weekly client-analysis meetings.
- Review regulatory changes across relevant jurisdictions and ensure policies, procedures, and enterprise-wide risk assessments remain current.
- Oversee monthly compliance management reporting, internal compliance reporting, compliance reviews, and regulatory correspondence.
- File suspicious transaction reports with relevant authorities, including JFIU and FINTRAC, and respond to regulator requests from C&ED, HKMA, FINTRAC, and other applicable regulators.
- Maintain AML/CFT policies, conduct compliance training, complete compliance questionnaires such as Wolfsberg questionnaires, and support continuous improvement of the compliance program.
